The forms, manuals, rules and checklists every new Pennsylvania driver needs — collected on one page so you're never hunting through government sites. 1. Getting your learner's permit
You'll apply with PennDOT form DL-180 (the non-commercial learner's permit application, which includes the physical exam a doctor must sign). Under 18? A parent or guardian also signs form DL-180TD. Both are downloadable from PennDOT's Driver & Vehicle Services site under Forms & Publications.

2. The PA Driver's Manual
The official manual (PUB 95) is the source for every knowledge-test question. PennDOT publishes it free — including translated editions (Spanish, Chinese, French, Russian and more) — on the Driver & Vehicle Services site. Study the manual, then check yourself with our practice test. Our instructors can talk any chapter through with you in English, Hindi, Urdu, Bangla or Arabic.
3. REAL ID
Since May 2025, a standard PA license no longer gets you through airport security for domestic flights — you need a REAL ID license (the one with the gold star), a passport, or another accepted document. REAL ID is optional and costs a one-time $30 fee plus the regular renewal fee. You'll need proof of identity, Social Security and two proofs of PA residency; details are on PennDOT's site. If you're getting your first license anyway, it's usually worth asking for the REAL ID version at the same time.
4. Road test: what to bring on the day
- Your valid learner's permit.
- Your appointment confirmation (road tests are scheduled with PennDOT in advance).
- A vehicle with current registration, inspection and proof of insurance — or skip all three worries and take the test in our car.
- A licensed driver to accompany you to the center (your instructor counts).
- Under 18: your completed 65-hour skills log, parent-certified.
